1. Are these only for airline passengers? No these are for anyone who wants to give their bag a little flair and make it easy to find at baggage claim.

4. Do these cause any problems at TSA screening checkpoints at the airport?  Not at all, there is no reason for further screening due to these bag tags being on your bag.  They are on the outside and are totally permissible.
